COVID-19
Action Recovery AND Economic Stimulus (NIGERIA CARES) Program is a short-term response to the economic and coronavirus disease
(COVID-19) crisis affecting Nigeria and is designed to support budgeted
government interventions at the state level—targeting existing and newly
vulnerable and poor households, farmers, and micro and small enterprises (MSES)
affected by the economic crisis. The program outlines a two-year financial
support to the States to fulfill program objectives in three key results areas:
(a) increasing cash transfers and livelihood support to poor and vulnerable
households; (b) increasing food security and safe functioning of food supply
chains for poor households; and (c) facilitating recovery of MSES, while
strengthening institutional support for coordination and delivery through a
separate Investment Project Financing (IPF) component.
NCARES is a World Bank proposed assisted
Program-for- Result (PforR) that has the objective of expanding access to
livelihood support & food security services and grants for poor and
vulnerable households and firms. It will be implemented in the 36 States (Oyo
State inclusive) and FCT in Nigeria.
The Result Area 2 which would be responsible for
increasing food security and safe functioning of food supply chain will be
implemented in the State using platform of Fadama Project in the State.
Therefore, the Oyo State Agribusiness Development
Agency which is responsible for overseeing the CARES Result Area 2 is now
inviting applications from serving Civil Servants and Non- Civil Servants to

Monitoring and Evaluation Officer
Overall Function of the Position:
The Monitoring and Evaluation Officer (MEO) will be
responsible for overseeing activities under the Project Management component of
the Project which pertain to tracking and evaluating implementation
performance.
Specific Duties of the Position:
•
Ensure
that SCARES Management Information System (MIS) captures required data for the
expected result and the state level in collaboration with the Monitoring and
Evaluation Specialist (MES) and Management Information System Specialist (MISS)
at the National CARES Coordinating Office (NCCO);
•
Collection
of data for overall RA2 monitoring beyond the data and reports required by IVA
for submission to the SCCU.
•
Work
closely with the IVA for validation and cross checking of RA2 DLI data.
•
Prepare
and Produce RA2 progress reports (monthly, quarterly and annually) to the SCCU
and NFCO.
•
Conducts
impact evaluation and beneficiary’s assessment;
•
Produces
and disseminates periodic progress reports
•
Consolidates
Monitoring and Evaluation (M&E) reports for the State Cares Coordinating
Unit (SCCU);
•
Undertakes
relevant studies and surveys as may be required;
•
Updates
the monitoring and evaluation indicators;
•
Implements
the M&E plan;
•
Assists
the State CARES Coordinator (SCC) in the preparation of Work Plan and Budget;

Participate
in the Planning Monitoring and Evaluation (PME) workshops and training for

Qualifications Required:
•
First
or higher degree in Agricultural Economics, Economics, Statistics or other
relevant degree;
•
Minimum
of 5 to 10 years’ post-qualification experience in planning, monitoring and
evaluation, especially, of externally assisted projects;
•
Good
communication and writing skills; and
•
Competence
in the use of standard computer software applications for statistical analysis.

MANAGEMENT INFORMATION
SYSTEM OFFICER
Overall
Function of the Position:
Working
closely with the State MEO, the Management Information System Officer (MISO)
will be responsible for the overall information system management for the
project at their respective state and in collaboration with the National NCARES
office and National Result Area 2 supporting office (NCCO);
Specific Duties will include:
·
Advise on hardware network design and hardware
(technical specifications) acquisition;
·
In conjunction with the MEO and other relevant
PIU members, he/she would ensure that the Project Management Information System
is user friendly, web-based and meet both general and state’s peculiar
requirements for disbursement, and that could be easily aggregated at the
National level;
·
Maintain the data base for information storage
and timely retrieval
·
Analyze
the entire project data for use by management in guiding decision;
·
Coordination
of data entry and file uploads into systems to be used by the project
facilitators and their respective production clusters on a regular basis.
·
Regularly
provide technical backstopping to users of the MIS at all levels.
·
Ensures
appropriate, collection, collation and analysis of interventions coordinates
especially for poverty mapping
·
Perform
any other assignments, as may be assigned by the SCC
Reporting and Location:

but may involve occasional travel to participating local governments and

Qualifications Required:
•
First
or higher degree in Computer Science, Statistics, Agricultural Economics,
Economics, Project Management or other relevant degree;
•

of 5years post-qualification experience in Management Information System,
Computer programming, planning, monitoring and evaluation, especially, of
externally assisted projects;

Good
communication and writing skills; and
•
Competence

Community Development & gender OFFICER
Overall Function of the Position:
The Community Development and Gender Officer
(CD&GO) will be responsible for overseeing activities under the
Capacity-building component of the RA2 within the State. He or she will
coordinate activities concerning social mobilization, participatory appraisal
training, and civil society involvement in the Project.
Specific Duties of the Position:
•
Contributes
to the preparation of RA2 and SCCO Annual Work Plan and Budget (AWPB);
•
Tailors
guidelines of Community-Driven Development (CDD) approaches in the Mobilization
and Implementation of RA2;
•
Oversees
and closely supervises the activities community facilitators, who will be
providing assistance to Farmer Associations with Community Action Recovery
Plans (CARPs).
•
Coordinates
and implements sensitization of community-driven development and gender issues
at the Local Government level, carry out capacity building, training and
sharing of experience at the community level;
•
As
necessary, provides guidance and information to the Local CARES Desk (LCDO) on
the quality of CARPs, as well as equity issues in gender in local-level
planning;
•
Supervises
Community Mobilization and Engagement activities, Implementation of CARPs at
Local Government Levels and ensures quality control.
•
Ensures
participation of women in the CARES Result Area 2 Program and takes corrective
action in areas where this is not the case; and
•
Provides
implementation assistance as necessary
Reporting and Location:
The position will be based in the State CARES Coordinating
Office (SCCO) in the State capital, but will involve frequent travel to
participating Local Governments and communities. The CDO will report directly
to the SCC.
Qualifications Required:
•
First
or higher degree in Agriculture, Rural Sociology, Anthropology, Rural
Development Duties & Gender, or related field. Persons with a first degree but
with extensive relevant practical experience may also qualify;
•
Minimum
of 5 -10years post-qualification experience in local development, including
direct field experience in social mobilization;
•
Fluency
in local advantage a major advantage;
•
Managerial
experience highly recommended; and
•
Good
communication and writing skills. Computer literacy an advantage.

TECHNICAL OFFICER
The overall Functions of the
Position
The
Technical Officer will be responsible providing guidance and support for the
planning and implementation, monitoring and quality assurance of RA2 selected
DLIs in the State.
Specific Duties
The duties and responsibilities of the Technical Officer will be as follows:

identify groups of potential
beneficiaries eligible to participate in the project’s production-related
activities.
·
identify with the assistance of
relevant specialists the technical assistance and training needs of producer
groups/associations.
·
coordinate the technical visits for
project staff and prepare technical report for each visit.
·
follow up the implementation of the technical
assistance plan in the field during production, harvest and postharvest stages.
·
Prepare technical reports and follow up
records.
· Prepare guidelines to be used by extension workers.
· Advise on the best crop combinations and livestock that can
be grown and reared,
· Review the detailed projects report (DPR) for precision and
detail and provide feedback as necessary,
· Perform other ad-hoc duties as required.

The

IRRIGATION/INFRASTRUCTURAL ENGINNER
The overall Function of the
Position:
The Irrigation/Infrastructural
Engineer will be responsible for providing guidance and support for the
planning and implementation, monitoring and quality assurance of RA2 selected Agricultural
infrastructure DLI in the State.
Specific Duties
The
duties and responsibilities of the Irrigation/Infrastructural Engineer will be
as follows:
·
Support producers and producer groups
in setting up basic pre-processing and value addition infrastructure
facilities.
·
prepare technical reports and follow up
records.
· Provide guidance during the construction and initial use of
the systems
· Advise beneficiary farmers on maintenance of old irrigation
systems.
· Facilitate recruitment of quality consultants for
preparation of prototype designs
· Provide technical advice on engineering design and in
preparation of bill of quantities (BOQ), tendering process, and supervision of
infrastructure works,
· Review the detailed projects report (DPR) for precision and
detail and provide feedback as necessary,
· support project cluster level engineer to prepare project
monitoring formats and report with precision on progress of construction and
utilization of funds under N-CARES RA2 in the State
· perform other ad-hoc duties as required.

OFFICER
Overall
Function of the Position:
The
Procurement Officer (PO) will be responsible for the coordination of the
procurement of goods, works and services financed under the RA2 at the State
level.
Specific
Duties of the Position:
•
Prepares
the procurement plans for RA2;
•
Responsible
for day to day procurement activities at the State Cares Coordinating Office (SCCO)
•
Updates
and implements the Procurement Manual;
•
Provides
procurement advisory services to SCCO, SCCU and local level implementation agencies;
and
•
Undertakes
any other duties as may be assigned by the State Cares Coordinator (SCC).
Reporting
and Location:
The
position will be based in the SCCO in the State capital, but may involve
occasional travel to participating local governments and communities. The PO
will report directly to the SCC.
Qualifications
Required:
•
A
first degree/HND in Engineering, Law, Purchasing and Supply, Business Administration
or other relevant qualification, with relevant training in World Bank Group
procurement guidelines and procedures;
•
Minimum
of 5 to 10 years’ post-qualification experience in procurement under externally
assisted projects. Direct experience in World Bank-financed projects would be
an asset;
•
Demonstrated
competence in procurement under externally assisted projects; ·Good

ENVIRONMENTAL
OFFICER
Overall
Function of the Position:
The
Environmental Officer (EO) will be responsible for coordination and supervision
of environmental and social safeguards relating to implementation of the
N-CARES RA2. Responsibilities will include the coordination of implementation
of the Environmental Management Plan (EMP), Resettlement Policy Framework (RPF)
and Pest Management Plan (PMP).
Specific
Duties of the Position:
•
Collates
baseline data on relevant environmental characteristics of the selected RA2
sites; ·Analyzes potential community/individual sub-projects and their
environmental impacts in collaboration with the State CARES Coordinating Office
(SCCO). Ensures that sub-projects are implemented in accordance to best
practices and guidelines set out in the EMP, RPF and PMP;
•
Ensures
the usage by RA2 Beneficiaries of the generic checklist of environmental/social
impacts as contained in the Environmental Assessment Procedures Handbook;
•
Identifies
and liaises with all the stakeholders involved in environment and social
related issues in the RA2;
•
Coordinates
and ensures the implementation of the PMP, RAP, and any other plans on grazing
reserves, soil and water monitoring plans;
•
Responsible
for the overall monitoring of mitigating measures and the impacts of the RA2
during implementation; and
•
Provides
implementation assistance as necessary.
Reporting
and Location:
The
position will be based in the State Cares Coordinating Office (SCCO) in the
State capital, but will involve frequent travel to participating Local Governments
and communities. The EO will report directly to the State Cares Coordinator (SCC)
Qualifications
Required:
•
First
or higher degree in Ecology, Geography, Natural Resources Management,
Environmental Management or any related field;
•
Minimum
of 6years relevant experience. Some experience with projects involving
development agencies would be an advantage;

Fluency

OFFICER (CO)
Overall
Function of the Position
The Communications Officer (CO) will be
responsible for the coordination of all communications activities of N-CARES
Result Area 2 and STATE CARES COORDINATING OFFICE. He or she will oversee as well as
coordinate activities concerning public awareness, enlightenment and
communications for behavioral change on the RA2 by the beneficiaries and
members of the public or targeted audience.
Specific
Duties of the Position
·
Responsible
for day to day communications activities of CARES Result Area 2 and State Cares
Coordinating Office
·
Prepare
the communications plans, timelines and budgets.
·
Design
and implement a communications strategy for Implementation of CARES Result Area
2in the State
·
Liaise
with the relevant channels and stakeholders for press releases, press
conferences, interviews, lectures/talks etc.
·
Production
of relevant information (print and electronic) materials for distribution or
·
broadcast
to target audience.
·
Identify
modern and traditional channels of communication at community levels.
·
Undertake
any other responsibilities assigned by the SCC
·
Reporting
and Location
The
Position will be based in the State Cares Coordinating Office (SCCO)but will
involve occasional travel to participating local government and communities.
The Communications Officer (CO)will report directly to the SCC.
Qualification

STATE
PROJECT ACCOUNTANT
Overall Function of the Position:
The
Project Accountant will be responsible for supporting the implementation units
in deploying Project resources with due attention to economy, efficiency and
effectiveness.
Specific Duties of the Position:

Produces
timely and reliable financial reports as specified in the Financial Guidelines
of the Project;
·
Monitors
compliance with budget ceilings in financial operations of the State Cares
Coordinating Office (SCCO));
·
Reviews
and Monitors fund flow from RA2 to beneficiaries; ·
·
Participates
in the preparation of the annual work plan and budget;
·
Consolidates
the community and State level financial reports for the SCCU
·
Follows
up on fund releases from the funding partners; and
·
Undertakes
any other duties as may be assigned by the State Project -CARES Coordinator
Reporting
and Location:
The
position will be based in the SCCO in the State capital, but may involve

Qualifications
Required:

A
first degree/HND in Accounting, Finance, and other relevant qualification.
Possession of a professional qualification is essential;

of 5 to 10 years post-qualification experience in financial management,
preferably of externally assisted projects;
·
Ability
to handle financial software
·
ICAN/
ACCA, is an advantage: membership of a professional body.

COMMUNITY FACILITATORS
( 33 in No)
Overall Function of the Position:
Facilitators
will be responsible for providing support to participating Communities, Farmers
Community Associations and beneficiaries (Poor and Vulnerable) in CARES Result
Area 2 procedures, social mobilization, needs assessments, and preparation of Community
Action Recovery Plan (CARP). Each Farmer Community Association will prepare
CARP with associated Enterprise Recovery Plans (ERP) which may be financed by
the Programme to address the priority needs of the poor and vulnerable
Specific Duties of the Position:
•
Introduce and sensitize Farmers Community
Association and beneficiaries in existing groups to the goals and procedures of
the NCARES Program;
•
Assist with the formation of CAs, oversee the
constitution of sub-committees
•
Facilitate needs assessments for CA and
members;
•
Preparation of ERPs and CARPs; and
•
Liaise with the Local Government Office to
ensure proper collation and signing of all the CARPs;
•
Raising awareness about the environmental
implications of subproject implementation;
•
Monitoring the implementation of the approved
CARPs within the time frame of his/her engagement
Reporting and Location:
The
position will report to the Community Development & Gender Officer at the
State CARES Coordinating Office in the State capital, but must be resident
close to the intervention areas. The position will involve frequent visit to
participating Local Governments and communities.

At
least a Bachelor’s level or Higher National Diploma in Agriculture, Rural
Sociology, Anthropology, Rural Development Studies, or other relevant degree;
·
Minimum
of 3 years in local development, including direct field experience in social
mobilization and working with civil society
